For San Antonio mayor, reflections of American Dream

SAN ANTONIO (Reuters) - Civil rights activist Rosie Castro toted her painfully shy twin boys everywhere, and they weren't always thrilled about the outings: distributing political literature, attending farm worker rallies and visiting the voting booth.

But the early introduction into political life made its mark on Julian and Joaquin Castro, who left their hardscrabble San Antonio neighborhood to attend Stanford and Harvard Law School before returning to their native city.

Julian is now mayor of America's seventh-largest city, and Joaquin is a Texas state representative poised to win a seat in Congress. The brothers, 37, will be in the national spotlight Tuesday evening when Julian -- after an introduction by Joaquin -- delivers the keynote address at the Democratic National Convention in Charlotte, North Carolina, the first Latino to have that honor.

Julian Castro says he'll use the speech to highlight his family story as an example of the American Dream.

"Growing up, when we would get dragged to these events, I didn't want to be there," he said, recalling the outings led by his activist single mother. "Over time, as we got older, I developed a real appreciation of the importance of being involved in the democratic process."

The Castros' story is rooted in San Antonio's West Side, the predominately Mexican-American area where the brothers grew up, as did their mother and grandmother. The area also was home to former San Antonio Mayor Henry Cisneros, a once-rising Democratic Party star whose career derailed after he joined President Bill Clinton's Cabinet and was caught lying to the FBI about payments made to a former mistress.

Though it is within view of San Antonio's tourist-destination downtown, West Side residents generally earn less and are less likely to go to college than people in other parts of the city.

"The West Side is considered kind of a rough-and-tumble area to come from," said Henry Flores, a native who is a political science professor and graduate school dean at St. Mary's, a West Side university.

Still, Joaquin Castro said that he's "never met people with more spirit for life."

The Castro family's West Side roots trace back to 1920, when the brothers' grandmother, Victoria Castro, joined extended family members there as a 6-year-old orphan from northern Mexico. Their grandmother sometimes shared a bedroom with the twins and did domestic work.

Their mother, Rosie, went to college and got a master's degree. She now is a student affairs administrator at a community college.

Because of her, Joaquin Castro says, he and his brother "grew a civic conscience." Rosie said she sought to teach her boys that "you have to give back to your community."

Rosie also made a mark in politics. She ran unsuccessfully for City Council in 1971 as part of a slate of Chicano activists, stepping forward at a time when only Mexican Americans handpicked by the white political establishment had a chance of winning.

"That was the kind of environment her sons were exposed to, but they didn't buy that cultural nationalism stuff," said Flores. "Their generation crosses class lines, gender lines, racial lines a lot better."

RISING TOGETHER

Julian and Joaquin Castro were born in 1974 on September 16 -- Mexican Independence Day. The night before their birth, their grandmother won about $300 in a contest cooking menudo, a Mexican tripe stew, and spent her winnings to pay her daughter's hospital bill.

Rosie Castro and the twins' father, Jesse Guzman, never married and separated when the children were 8. Julian Castro said he has a good relationship with his father, a retired teacher, who plans to attend his Charlotte speech.

The Castro brothers rode the bus to public schools because the family didn't have a car. They finished high school in three years.

To pay for Stanford, they relied on scholarships, grants and loans.

In the entrepreneurial, fast-paced San Francisco Bay Area, Julian Castro seriously pondered jumping into politics back home. He was impressed by San Antonio's community spirit, even in the face of poverty and other problems. People passing on the street looked one another in the eye, he said.

At Stanford, where they majored in political science, the brothers also launched their first campaigns and won student senate seats, tying for the highest number of votes.

At Harvard Law School, Julian raised money to run for San Antonio's City Council. In 2001, at 26, he became its youngest member ever. After an unsuccessful run for mayor in 2005, he re-emerged to win the job four years later and easily won re-election in 2011.

Joaquin Castro became a member of the Texas Legislature in 2003 and is favored to win a congressional seat in November in a heavily Democratic district.

The rise of the Castro brothers didn't surprise their Stanford thesis adviser, political scientist Luis Fraga.

"They have always been equally able and equally confident in a low-income neighborhood as in a corporate boardroom," said Fraga, now an associate vice provost at the University of Washington.

Like many grandchildren of Mexican immigrants, Julian Castro doesn't speak Spanish fluently, although he says his comprehension is good. He now thinks he probably should have taken Spanish instead of Japanese in middle school.

San Antonio's government is run by a city manager; the mayor is more of a political leader and policy developer. Julian Castro is pushing ambitious initiatives such as a tax increase to fund a pre-kindergarten program.

The move has rankled some of his critics, who see his work as shrouded in personal ambition.

Kevin Wolff, the lone Republican on the Bexar County Commissioners Court -- San Antonio is the county seat -- said that the mayor is "exceedingly intelligent" but highly partisan.

"I see a serious lack of leadership at the local level, like street drainage, safety and security, trash pickup," Wolff said. "All of his concentration seems to be, ?How can I shine a better light on myself from a national perspective?'"

Julian Castro's political goals don't involve statewide office in Texas -- at least not immediately. The Lone Star State hasn't elected a Democrat to statewide office since 1994.

"Something has to change in this state before, not just me, but any Democrat can realistically think that he or she has a shot," the mayor said.

And for now, Joaquin Castro seems content to be the one introducing the mayor, a role he also played this summer at the Texas Democratic Party convention.

He told the audience how to tell the brothers apart: Look for a wedding ring. Joaquin is single; Julian is married with a 3-year-old daughter.

When Julian Castro delivers Tuesday's keynote speech in Charlotte, a role that also led to the meteoric rise of Barack Obama, he'll have come a long way from the quiet boy tagging along with his mother.

"I thought they were never going to talk to anybody," Rosie Castro said of her sons. But, she added, "they got over it."

The Friends is applying to be a 501(c)(3) non-profit volunteer organization. Formed in 2012 to benefit the Town of Needham & surrounding areas, working diligently and in cooperation with the Town of Needham Parks and other departments, various community groups and interested parties to:

-- Educate the residents of the Town of Needham and neighboring communities about the recreation and transportation opportunities offered by the Needham Rail Trail Greenway

-- Promote the use, development, enjoyment, and care of the Needham Rail Trail Greenway ?thru volunteer membership

-- Raise and expend funds to support trail maintenance and improvements for the benefit of the residents of the Needham area.

The Friends group will work to resolve engineering, environmental and safety concerns, including street crossings and bridges, parking and other amenities, dimensions and materials used to construct the path.?

The Friends group will work to reduce the impact on and alleviate the concerns of abutters to the path; establish trail clearing and maintenance projects, develop financial resources to design and construct the path, and sponsor fund raising campaigns and grant applications with the goal of minimizing any expense to the town, and to provide a safe, healty recreation and transportation option for the entire community.

Food Forum: The Workers' Comp perfect storm - Grocery Headquarters

What can grocers do to mitigate their risk?

Employers are already seeing the tip of a very nasty iceberg as the insurance industry feels itself reeling on a number of different fronts, all adding up to the ?perfect storm.?

Combined ratios for Workers? Compensation claims are hitting upwards of 112%. This means the insurance industry is not making any profits on Workers? Comp this year as for every dollar coming in, $1.09 is going out. This is worse than 2011, when it was $1.02 going out for every dollar coming in.

The Workers? Comp combined ratio hit 115% in both 2010 and 2011?the worst since 122% in 2001?and 2012 appears to be trending to finish higher. This means insurance companies not only did not make any profits on Workers? Comp last year, but the ship is taking on water faster than they can bail it out. For every dollar of premium they receive, it is being spent out at $1.18.

For the first time in decades we are seeing more employee injuries, with an upswing in the severity of claims. This has caused a surge in medical costs and an alarming trend toward injured employees staying out of work longer as more employers abandon return-to-work programs due to the financial constraints as a result of a poor economy.

Okay, now for the bad news.

In 2011, the global insurance community was hammered by three of the top 11 natural catastrophes of all time; the New Zealand earthquakes, the tornadoes that ravished our nation?s mid-section, and the staggering Japanese undersea earthquake and subsequent tsunamis. And the financial aftershocks?insurance payouts totaling a staggering $61.3 billion?are just now starting to hit reinsurance costs.

If, as an employer,? you are wondering? how an earthquake half a world away can affect the 2012 Workers Comp premiums for your operation, think ?butterfly effect? to the nth degree. Your insurer or excess company may be local, but re-insurers are global.

You may even think you can seek shelter from the storm by getting a dozen quotes. However, shopping has never helped an employer reduce injuries, discover and correct errors,? returned an employee to work, reduce their experience modifier, find the right doctor to treat an employee, keep an attorney out of the system, find them an agent who was an expert at workers compensation or improve how the insurance company sees their business.

What can you do about it?

What drives your rates and increases your premiums is what the underwriters perceive as the risk. Simply put, the greater the risk underwriters perceive, the more you pay in rates. In the world of Workers? Comp, perception is most definitely reality.

All risks are different and not locked into a certain profession or occupation. It is true that a retail grocer will have lower rates than an electrical contractor. But it is false to believe all grocers get hit by the same rate.

Risk profile improvement is the answer. What you can do to keep insurance costs as low as possible? You can improve company?s risk profile in a number of ways, including offering educational courses, limiting your physical exposure to potential accidents and monitoring the behavior of your employees. You then need to address them in order of potential severity by installing the proper policies and procedures to each risk. After doing so, you must convey to the underwriters why you are a better risk today than yesterday.

Your Experience Modification Factor is also a driver of the risk perception bus, so work to control it. An Experience Modifier out of control?anything in the 1.002 to 1.8 range?gives the impression of an unsafe company with poor quality control and a lack of safety procedures.

Also consider hiring a Certified Risk Manager (CRM or ARM designated), and not simply a loss-control/safety person. Make certain it is someone who can both steer and direct your company towards improving your all-important risk profile.

It is what you do not see, or pay attention to, that will come back to cause your ship to sink. Having standard policies and procedures in place are useless if someone is sacrificing safety for productivity or ?a better result.?

Knuckle down and pay off your debt. While you?re doing that, don?t take out any new loans, including credit card debt. It?s quite simple actually, although we are wired to do otherwise. Drop your debt bit by bit, while avoiding any new debt. A consistent plan of attack is the best way to reduce your debt and improve your financial situation.

Try to choose a broker that you can fully trust. Check their references and do a little digging. Make sure they are honest in their one-on-one dealings with you. Your experience is also a major consideration.

TIP! Categorize your expenses. It can take some time, but is well worth the effort.

In order to buy small items, carry a little cash around with you. There are laws in place that allow merchants to have a minimum purchase price when a customer is using a credit card.

If you take advantage of online banking and bill paying, see what kinds of alerts you can set up with your bank. Many banks will send you email or text message updates in the event of changes to your account. Sign up for both low balance warnings to prevent overdrafts and unusual withdrawal warnings to catch fraud within minutes.

From every check, take out savings first. It is easier to save money every week rather than waiting to see what you have left when the month is over. If you know that the money isn?t available, it will help you create a budget, and will curb the temptation to spend.

You should realize that it is never too late to put personal finances in a better order. No matter what age you start improving your finances, it can only be beneficial to your future. Any start is a good one when it comes to your finances.

TIP! You can sell an old laptop if you?re trying to earn a little extra money this month. If it?s working or it can be fixed then it can go for a little more money than broken ones do.

If you?ve spent your whole paycheck on expenses, you can still save by cutting back on non-essential items, instead of completely cutting out. If you try to cut an enjoyable activity, such as dining out, out of your budget entirely, you?ll probably give up on your budget after just a few months. You can still enjoy eating out and save quite a bit of money by changing your habits to eat out half as much as you used to.

Manage your finances in the same manner that banks manage their finances. This means you have to take the time to see exactly where all your money is going. When attempting to calculate your expenses, always overestimate them instead of underestimate them, as it is much better to have a little bit of cash left over, than it is to fall into debt.

Get you personal finances back on track by making a budget you can stick to. A budget promotes disciplined spending and gives you an idea of where your money is going. You can use the old fashioned approach of pen and paper, or find a financial software package. It is also a great way to monitor your spending and keep it under control.

Don?t sell if the time is not right for you. If the stock you own is doing well, then let it continue to do well and not sell. You can certainly take a second look at stocks that are underperforming and think about moving some of those around.

With one week of the high school football season in the books, Central and Stonewall Jackson find themselves at opposite ends of the spectrum heading into their showdown tonight in Quicksburg.

Stonewall Jackson comes in fresh off a 40-21 loss at the hands of Strasburg last week in a game that featured five Generals turnovers and inconsistent play from Stonewall Jackson on both sides of the ball.

Central, on the other hand, is flying high after a 20-14 non-district victory over a Broadway team that made it to the Group AA state semifinals last season. The win has given the Falcons an early boost of confidence, but Central is not looking past tonight's game against its county rival.

"We always know it's going to be physical against Stonewall," said Falcons junior quarterback Hayden Bauserman. "Last year we kind of underestimated them and they came out on our field and beat us. Coming off the big win on Friday, we know we can't underestimate this team no matter what."

Stonewall Jackson (0-1) has had to start at square one in practice this week after Strasburg exploited the Generals' youth and inexperience last Friday. Stonewall Jackson coach Dick Krol said the intensity has been high in drills this week, but he is still seeing the side effects of the Generals' youth.

"Practice hasn't been bad this week, but again, we just make so many mistakes," Krol said. "We're just not producing what we need to produce to be competitive."

Stonewall Jackson surrendered 333 yards on the ground last Friday, but will be facing a much different offense against Central.

The Falcons (1-0) found success throwing the football against Broadway, and Bauserman finished with 231 yards on 15 of 37 passing and a pair of touchdowns.

Bauserman was suffering from a sore back earlier this week after taking a hit against Broadway, but the junior said he will be ready to go come game time.

Central's aerial attack poses a serious threat to Stonewall Jackson's undersized defensive secondary, but Falcons coach Mike Yew said his team is prepared to go to the ground if needed.

"We will do whatever we feel like Stonewall's going to give us the best opportunity to do," Yew said. "If they're going to drop seven, eight, nine [players] in the box then we will sling it. If they sit back a little bit, we'll probably run. We'll let what they do dictate."

Central's defense played well last Friday, holding Broadway to just 19 yards rushing on 25 carries. The Falcons will have to be on their toes once again this week against the Stonewall Jackson triple-option attack.

"The way Stonewall runs the ball and the way Broadway runs the ball are two very different styles," Yew said. "But our kids should be excited about the performance they had [last Friday], and they should be excited about doing it again."

The Generals' offense struggled to get going in its season-opener, amassing just 255 total yards, nearly half of which came in the fourth quarter against Strasburg's second-string defense. Much of the struggles can be attributed to Stonewall Jackson's lack of experience along the offensive line, and the rate at which the Generals can improve in that department will be key moving forward.

Stonewall Jackson senior Anthony Peacher said the Generals are extra motivated after the meltdown last week.

"We really got down on ourselves last week, but this week we've really come back," Peacher said. "Most of us have focused a lot more in practice. I know I have, because I've seen what not focusing in practice does."

Tonight marks the first home game of the season for Stonewall Jackson, and Yew has no doubt that the Generals will come out ready to fight.

"The biggest thing we've been talking about all week is no letdowns," Yew said. "Stonewall is going to come in absolutely ready to play. It is a county rival, it's their first home game -- all those factors are going to equate to them being excited. It's going to be a very physical game."
