Man in Afghan uniform kills 2 British troops

KABUL, Afghanistan (AP) ? A man wearing an Afghan police uniform shot and killed two British soldiers at a checkpoint in southern Afghanistan on Tuesday, international military officials said.

The assault appeared to the be the latest in a string of insider attacks that have threatened the partnership between international troops and the Afghan forces they are trying to train to take over responsibility for the country's security.

A statement from the NATO military coalition said only that the assailant was wearing a police uniform, leaving open the possibility that the attacker was a militant posing as a policeman. The statement did not provide details on the shooting, saying it was being investigated.

The British Ministry of Defense said the attack happened at a checkpoint in Helmand Province's Nahri Sarraj district.

"The loss of these soldiers is a huge blow," Maj. Laurence Roche, a spokesman for British troops in Helmand, said in a statement.

The two killed soldiers were with the 1st Battalion The Royal Gurkha Rifles, he said.

At least 53 international troops have been killed in attacks by Afghan soldiers or police this year, and a number of other assaults are still under investigation, the international alliance has said.

The surge in insider attacks is throwing doubt on the capability of the Afghan security forces to take over from international troops ahead of a planned handover to the Afghans in 2014. It has further undermined public support for the 11-year war in NATO countries.

The attacks have not been limited to members of the NATO-led international coalition. More than 50 Afghan members of the government's security forces also have died this in attacks by their own colleagues.

Assassination attempt on anti-rape doctor raises fears for aid workers in Congo

Dr. Dennis Mukwege recently spoke out at the United Nations General Assembly about the prevalence of rape in the war-torn Democratic Republic of Congo.

A Congolese doctor praised for aiding female rape victims survived an assassination attempt and on Saturday was evacuated?amid growing safety concerns for aid workers and rights activists in the Democratic Republic of Congo (DRC).

Four gunmen had entered Dr. Dennis Mukwege?s house in?Bukavu?on Thursday evening and forced his two daughters and their friend to sit silently on the floor, at gun point, until he returned home, according to the PMU,?a Swedish religious organization?which works with a hospital founded by the doctor.

The men forced the gynecologist out of his car on arrival and shot dead a security guard who tried to intervene. The doctor ducked when the armed men fired at him, before driving off in his car, which was found abandoned soon after.

?We believe it was an assassination attempt directly related to Dr. Mukwege?s advocacy work highlighting violence and rape in Eastern Congo. Only last month Dr. Mukwege was at the UN to give a speech outlining the increasing levels of rape and called for perpetrators to be brought to justice ,? says Zuzia Danielski of the ?International Campaign to Stop Rape and Gender Violence in Conflict.

With more than 500,000 women raped and 6 million killed in 16 years of violence, the international community is increasing pressure on armed groups to end violence in the mineral rich North and South Kivu Provinces. In the latest round of violence, more than 100,000 have been displaced in the fighting between government troops and the March 23 Movement (M23), led by Bosco Ntaganda, also known as ?The Terminator.?

The war is centered on mineral wealth with armed groups using profits from minerals sales to companies in the UK, US, and Canada to buy arms, according to reports. The firms buy minerals such as Coltan used to make mobile phones. Rights advocates and churches have begun a campaign to cut off the funds flow, and analysts say the militias are fighting back.

Sarah Jackson, Amnesty International deputy director for Africa, said in a news release on Friday the attack on Mukwege?was one in a number targeting humanitarian workers and human rights defenders.

?The Congolese authorities must immediately open investigations and ensure that those responsible are held to account. Killing, abductions, and attacks on humanitarian staff impede on the delivery of basic services, as civilian bear the brunt of escalating violence in DRC,? said Ms. Jackson.

?Thousands of Congolese women and girls put at risk following incidents of sexual violence have depended on Dr. Mukwege for their lives and well-being,? said Susannah Sirkin, Physicians for Human Rights?deputy director, in a statement. She urged the Congolese government to make the doctor?s safety the utmost priority.

In September, Mukwege told the UN General Assembly he had seen elderly women, young girls, mothers, and babies raped. Others were sexual slaves and others used as weapon of war.

?Their organs are exposed to the most abhorrent ill-treatment,? said Mukwege, who has won several awards for his work.

After the attack, he told the media that rape perpetrators wanted to kill him because his denunciations upset them.

In Nairobi, Fred Nyabera, a regional peace building and conflict analyst, said the violence in eastern DRC was mutating.

?The armed militias are running out of options. They are trying to remain relevant by targeting civilians,? he says. ?But unless institutions including those of government are professionalized, equipped, and strengthened we have not seen the end of it.?

Pastor Josu? Bulambo Lembe-Lembe, a Congolese human rights defender, says the Congelese people want the mandate of the UN troops in DRC stepped up, such that they ?can do all that is necessary to protect civilians.??

First it was fun seeing all my old friends and keeping up to date with their lives through status updates and pictures. As time went on and more and more businesses started joining, the use of Facebook has gone up exponentially ? it?s not just friends showing up in our feeds, but favorite websites and blogs, too.

There is so much amazing information being shared on Facebook every day. Now that I am trying to conceive my 4th child I am finding a lot of the fan pages to be of great use to me. I get information on the latest research, new studies on how to increase your fertility, and of course, a lot of humor and gorgeous pictures to boot.

The current administration of the Musicians Union of Ghana, led by Bice Osei Kuffour clocked one year in office in September.

In celebration of the anniversary, the President and Executives called for a briefing of musicians, media persons, and stakeholders in the creative arts industry, other stakeholders such as the World Bank, KPMG and Midland Savings and Loans and the general public to inform them of activities over the past year.

In the President?s speech, which encompassed and elaborated on key issues and activities of his administration, he expressed his gratitude to all who believed in him enough and voted him to become the president of the Union with a four year mandate and to the team he has been blessed to work with since he became President.

When he assumed office, he implemented the MUSIGA Ajumapa Vision which was meant to rebrand the Union, reposition it in a more positive light and a promise of transparent and accountable governance, create jobs, promote unity and to push for appropriate policies for the Musicians.

The President summarized some of the key activities of the Union over the year and classified them into five main headings which are Union-led activities, ongoing projects, achievements, welfare and challenges.

On the union-led activities, some of the commendable efforts are the launch of membership cards, tolerance campaign towards December 2012 general Elections, research into the contribution of music to the GDP of our economy, launching of www.musiga.org.gh, partnership with Ghana Music Awards, partnership with GIFEC in the supply of computers for the MUSIGA Resource Center and the supply of computers to all Regional offices and the Digital Library Project.

He also mentioned the MUSIGA Head office renovation project, MUSIGA TV, MUSIGA and Midland Ajumapa collateral free loan facility and the Ghana Music Week celebration.

The Union was able to secure a governmental budgetary allocation of Ghc2million to amongst other things undertake research to establish the economic and social contributions of Music to the National economy, create a baseline data to inform future data collection on the sector, produce evidence based data to inform policy making, develop a four year strategic plan to grow the music sector, build the capacities of selected Music and other selected membership based creative sector institutions, establish a welfare Seed fund to cater for the Aged and Needy musicians and to promote Peace, Unity and Tolerance among Ghanaians through series of events and media campaigns.

Nearly a billion people on the planet don?t have enough to eat and more than half a billion are obese. In response to growing food-related challenges, the Wake Forest University School of Divinity has established the Food, Faith and Religious Leadership Initiative.

With a focus on providing current and future religious leaders with the knowledge and skills to lead their congregations and religious communities around food issues, it is the first of its kind in the country.

?Food ? food access, food quality, food production ? is one of the defining issues of this generation,? says Gail O?Day, dean of the School of Divinity.? ?The rapid growth of local food and farm-to-table movements has sparked a creative and essential conversation that links the revitalization of rural economies, food access for urban neighborhoods and the health and well-being of all our communities.?

O?Day says the initiative, launched this fall, has the potential to redefine theological education, reenergize the church and transform how we understand service.

?Food is an important frame for faith issues,? says Fred Bahnson, who was appointed director of the program. ?Over the past seven years, I?ve witnessed the rise of a new faith-based movement, and I believe this renewed interest in food, justice and sustainability is driven by an even deeper hunger to see embodied what the biblical writers call Shalom, that graced state of being that results from the right relationships between God, people and the land.? Bahnson co-founded Anathoth Community Garden in Cedar Grove, N.C., and is the author of ?Making Peace with the Land: God?s Call to Reconcile with Creation.? He has been invited to present a TED X talk in Manhattan Feb. 16 on ?Changing the Way We Eat.?

While churches have often focused on food in terms of food aid, many are now thinking outside the food pantry/soup kitchen model to recreate local food economies and address food issues beyond ?filling bellies,? Bahnson says.

The Initiative will train religious leaders to look beyond emergency-based responses and begin to address the root causes of hunger, obesity, food injustice and damaged ecosystems.

Third-year divinity student Nathan Peifer has a strong interest in environmental and faith issues. But, he has a particular passion for gardening and is excited about the food and faith initiative. ?I think faith communities have the right combination of social capital and financial capital to manage healthy and productive community gardens,? says Peifer, who plans to be a Presbyterian minister. ?I will certainly be involved in the local community garden movement and in equipping congregations to produce food for those who experience food insecurity as a daily reality.??He is looking forward to taking Bahnson?s course, ?Food, Table, Communion? in the spring and has already taken ?Faith, Food Justice and Local Communities,? a course taught this fall by Mark Jensen, associate professor of pastoral care and pastoral theology, and Sara Quandt, professor of public health sciences at Wake Forest Baptist Medical Center.

?Food is the way we celebrate, the way we connect, the way we care for one another,? Jensen says. ?It is at the spiritual and ethical core of faith communities to help hungry people.?

Caleb Pusey, a third-year divinity student who is also earning a joint degree in counseling, sees the value of making food and faith issues an important part of theological education.??The food most of us eat creates distance from our tables, distance from our farmers and distance from our fields. This is as much a crisis of the spirit as it is a crisis of practical insight and public resolve.?This is why future faith leaders have a vital role to play.? Pusey co-founded the student group, Eco-Theo, three years ago.

The Food, Faith, and Religious Leadership Initiative works with current students at the School of Divinity, but has also created a continuing education program for religious leaders and congregations.?The program will focus on two geographic areas: Winston-Salem and Asheville. ?The geographic, agricultural and religious richness of central/western North Carolina creates a living laboratory for engaging the crucial issues of food insecurity, food deserts and the attendant health disparities that confront the region,? O?Day says.

The initiative?s first event, a seminar and lecture on ?The Spirituality of Eating? in Asheville this month, drew more than 130 people aged 19 to 82. ?Its success pointed to the urgency of the topic and the incredible all-generational appeal of these issues,? she says.

The Future of STEM Education May Be at Risk

It?s not every day that high school students get the chance to meet a renowned physicist.

But Arkansas high school students spent Tuesday listening to Dr. James Gates, a noted African-American theoretical physicist, talk about his career and the importance of a STEM education.

?There are half of million jobs that can?t find Americans to hire because they don?t have the skills level,? he told the packed auditorium at Philander Smith College in Little Rock. ?These are the jobs you most want to have in the future.?

Who could fill those? More students who focus on science, technology, engineering, and math (STEM) classes in high school and college.

Gates is a professor of physics at the University of Maryland in College Park but also serves on President Barack Obama?s Council of Advisors on Science and Technology. In that capacity, he advises Obama on myriad topics including the increasing need for STEM education in the United States.

In 2010, Obama commissioned a study about the country?s STEM education program. He then launched Change the Equation, a CEO-led effort to dramatically improve STEM education. In his lecture, Gates stressed, as Obama has on the campaign trail, the severity of the United States falling behind China and India and its economic impact.

?America is supposed to be number one,? Gates said. ?How many Americans go around shouting we?re number 17? This is the first time in 100 years that the youngest generation of workers is less educated. The last 20 years we?ve been going backwards with education.?

Programs like the White House Science Fair, which Obama inaugurated two years ago, help students stay interested in STEM projects. But it?s not just students who need teaching. Teachers also need to reboot their curriculum, Gates said. He said it is understandable how students become bored in class.

Earlier this year, Obama announced several initiatives for STEM teachers, including an $80 million proposal for a new federal competition to support ?effective STEM teacher preparation programs.? Obama also wants to create a $60 million fund to improve mathematics education jointly administered by the U.S. Department of Education and the National Science Foundation.

Eight years ago, the Arkansas Mentoring and Networking Association saw the critical needs to target underrepresented minority and disadvantaged high school and college students with STEM interests.

They created an annual lunch allowing students to meet role models like Gates, an expert in supersymmetry. In turn, the association wanted the students to realize that regardless of their socio-economic backgrounds, they can accomplish big dreams.

Gates told the students that he decided to become a scientist when he was eight years old one night while stargazing. He never wavered from that and focused on getting good grades.

?I was in school for 25 years,? he said, adding up all the years it took him to obtain his many degrees. ?I was the first person in my family to go to college.?

Regardless of how important STEM education is for the country?s future, the programs are currently threatened. Last summer, the Congressional debt limit deal was reached. If Congress doesn?t take further action ? and that seems unlikely ? mandatory reductions in federal discretionary spending levels will take effect in January.?Education and STEM-related programs are subject to an approximately 9 percent across-the-board reduction.?

With the United States already drastically declining in science, technology, engineering and math, the outlook isn?t good. Gates didn?t shy away from telling the students this.

?I worry about what will happen to my country,? he said. ?Investment in education is when we as a country always got richer.?

Mobile may be the future, but right now mobile ad units still command a lower price point on average than print and web advertisements.

Earlier this year, the renowned venture capitalist and former Wall Street analyst Mary Meeker gave her much-watched annual presentation on Internet trends, during which she revealed a startling statistic based on her own research: The effective cost per thousand impressions (CPM) for desktop web ads is about $3.50, while the CPM for mobile ads is just $0.75.

More recently, leading mobile ad platform Opera Software broke down the average cost for mobile ads by device, and found that even the iPhone, which has the highest average CPM for mobile ads of any smartphone, at $2.85, still falls short of that CPM for web ads on a desktop. Importantly, Opera?s mobile ad estimates likely skew higher because its business focuses on mobile display ads rather than mobile search ads, which tend to have a much lower CPM.

Print ads, by comparison, can command rates of as much as $100 per thousand impressions.

To be sure, there are certainly instances when a particular kind of mobile ad costs more than print and desktop ads. For example, when Apple launched its mobile advertising unit iAd in 2010, the CPM was initially somewhere between $10-$15 (or more, depending how you calculate the click-through rates.)

However,?in the aggregate, mobile ads continue to be cheaper than web and print, due to a combination of limited screen real estate, a lower price point for search ads and less sophisticated advertising technology to entice marketers to pay more.

The Problem With Mobile Search Ads

At the moment, marketers devote more advertising dollars in total to mobile search ads than to mobile display ads, according to the most recent data from eMarketer. However, the CPM rates of these search ad units tend to be significantly lower than for display ads, for a couple of reasons.

Google, for its part, wouldn?t comment on pricing trends for mobile search ads, but the company?s third quarter earnings suggest that low mobile ad rates are dragging down its overall cost per clicks. Google reported Thursday that its paid clicks were up 33% year-over-year, but its cost per clicks declined 15% year-over-year. Even so, Google touted the success of mobile ads so far for those marketers who ?get the experience right,? in a statement provided to Mashable.

?While it?s still early days, mobile has shown incredible momentum, and it?s become clear that, when done right, mobile works for advertisers,? says Jason Spero, head of global mobile sales and strategy at Google.??We?re seeing this today with immersive brand building and direct response campaigns that take proximity, call and device capabilities into account. When marketers get the experience right and measure effectively, mobile can be a game-changer for them.?

The problem is that getting the experience right is often easier said than done. Not only is the conversion rate lower, but there are concerns that the smaller?screen size on mobile devices make search and display ads seem more obtrusive and less appealing to consumers. As a result, publishers and advertisers can?t just shrink down their desktop web ads for mobile and call it a day; they need to rethink their strategies.

Marketers Remain Hesitant About Spending on Mobile

U.S. mobile ad spending nearly doubled in the first half of this year to $1.24 billion, according to the most recent data from the Interactive Advertising Bureau. However, mobile still only represented 7% of total online ad spending for that time period.

?Mobile is something that everyone is excited about, but we?re still seeing a very small share of ad dollars at this point,? Fredrickson says. ?You?re starting to see a bigger and bigger gap between the amount of time people spend on mobile devices and the amount of dollars spent there.?

For marketers, a big part of the hesitation is that mobile advertising technology is still in its infancy; many of the tools they?ve come to rely on with desktop web ads have yet to make their way to mobile.

?The desktop industry had the better part of 15 years to build profiles and have cookie exchanges and re-targeting engines that have made display advertising pretty interesting,? says?Mahi de Silva, executive VP of consumer mobile at Opera Software. ?That technology just doesn?t work in mobile.?

Some of this might never come to mobile. Cookies, for example, are a key way that advertisers have managed to target desktop users with specific ads related to their browsing history, but today?s mobile browsers do not support cookies. This has forced advertisers to rely on other information, such as the mobile device?s unique ID number, which gives the advertiser far less data about the user to go on.

Beyond that, to really make the most of mobile advertisements, marketers need to invest in additional efforts, like building mobile landing pages and a system to capture users who do click through the ads.?Combine this with lingering doubts about the effectiveness of these ads in converting clicks into customers and the deficit of targeting tools, and you have a marketing option slow to take off.

The Future of Mobile Ad Spending

While mobile ads may be cheaper on average now, analysts we spoke with expect prices to tick up over the next few years, as advertising technology improves and consumer behavior on mobile devices evolves.

Both Fredrickson and de Silva expect that publishers will roll out more sophisticated ad tools, including better targeting intelligence and profile management, which should persuade marketers to make bigger ad buys and boost CPMs. Indeed, Facebook is already testing a system that lets marketers place mobile ads on third party apps and websites based on Facebook?s data about what content its users have Liked.

While some desktop features like cookies may be difficult to replicate on mobile, there are opportunities for other marketing tools. This could include targeting ads to consumers based on their GPS locations, through geofencing technology. In this scenario, companies would be able to push out promotions to consumers as they they walk by particular stores.

Meanwhile. mobile search ad prices should continue to increase as consumers get more comfortable making bigger purchases on their phones and tablets. ?As mobile commerce starts to grow?you are going to see more and more interest from advertisers who are looking to convert people,? Fredrickson says.

Moverover, de Silva argues that increasing tablet adoption should drive up the average CPM rate for mobile ads as well. According to the Opera study, iPads in particular had a CPM of $3.96 ? more than a dollar higher the iPhone ? but accounted for less than 7% of mobile traffic in the second quarter of this year. As it becomes more popular, it could boost the average rate for mobile ads overall.
