OIL FUTURES: Crude Oil Down Slightly Ahead of Busy Week of News

Crude oil futures took a breather Monday and were marginally lower as investors looked ahead to a busy week of economic news.

Nymex front-month oil futures settled at $89.78 a barrel Monday, down 35 cents. Brent oil futures were trading at $106.15 a barrel, down 32 cents.

Analysts said the markets were likely to trade in a choppy fashion this week until this week's major economic events play out. In a three-round whammy of big-ticket economic news, markets are eyeing the conclusion of a Federal Open Markets Committee meeting Wednesday, a European Central Bank meeting Thursday and new U.S. jobs figures on Friday.

Also this week, the markets will receive the weekly petroleum inventory report on Wednesday. Crude-oil inventories fell 1.1 million barrels in the week ended July 27, according to an average of estimates from five analysts. Last week's inventory report surprised the markets following a large build.

These events come as global confidence in the economic outlook remains weak. Investors will be looking for news on whether the ECB will trim interest rates and if the U.S. Federal Reserve will undertake another round of quantitative easing. The median forecast of economists surveyed by Dow Jones Newswires calls for a gain of only 90,000 new jobs added in July, compared with 80,000 added in June.

"We're probably going to trade kind of choppy this week until the ECB," said Tariq Zahir, a managing member at Tyche Capital Advisors. "There's a lot of reason to stay on the sidelines and see what happens."

"We are in a wait-and-see mode," said Gene McGillian, broker and analyst at global brokerage Tradition Energy.

New U.S. data Monday showed the first year-on-year monthly increase in U.S. oil demand since early 2011.

U.S. oil demand in May rose 1.9%, or 344,000 barrels a day, from a year earlier to 18.707 million barrels a day, revised government data released Monday show.

The gain, led by a 2.4% jump in gasoline demand amid sliding prices, was the first year-on-year rise in the world's biggest oil consumer since March 2011 and the biggest since January 2011, data from the Energy Information Administration show.

But analysts said the greater consumption likely wouldn't continue in the months ahead.

Front-month reformulated gasoline blendstock, or RBOB, settled at $2.932 a gallon, up 4.4 cents. Front-month heating oil settled at $2.877 a gallon, down 1.2 cents.

"The immediate benefit of this discovery is that affected patients with mutations in this new LCA gene now know the cause of their condition," study co-senior author Dr. Eric Pierce, director of the Ocular Genomics Institute at Massachusetts Eye and Ear, said in an infirmary news release.

"Scientists now have another piece to the puzzle as to why some children are born with LCA and decreased vision. The long-term goal of our research is to develop therapies to limit or prevent vision loss from these disorders," Pierce said.

NMNAT1 is the 18th identified LCA gene and is located in a region known to harbor another LCA gene.

Leber congenital amaurosis occurs in about three of 100,000 newborns, and is one of the most common causes of blindness in children, according to the U.S. National Library of Medicine.

He calls?Facebook?"a speculative investment," but one with plenty of potential.

"With almost one billion users,?Facebook?is amassing the most comprehensive user profile database in existence," Sebastian says. This, he adds, offers a "significant opportunity" to reap a big chunk of the global advertising market, which is currently at $500 billion a year.

"Amazon comes to mind immediately," Bertelsen says.

Study indicates that the rate of new infection is beginning to level off in the nation with the world's highest prevalence of HIV

The results from a nationally representative HIV incidence study in Swaziland indicate that the national rate of new HIV infections is 2.38% among adults ages 18-49. This figure, comparable to the 2009 UNAIDS estimate of 2.66% for Swaziland adults ages 15-49, suggests that the HIV epidemic in Swaziland may have begun to stabilize in the past few years. The findings of the Swaziland HIV Incidence Measurement Survey (SHIMS) were presented today at the XIX International AIDS Conference in Washington DC.

"The country continues to have very high HIV incidence rates. Since HIV services in Swaziland are more widely available now and we understand that ART treatment prevents the spread of new infections, the Ministry of Health will use these new results to plan HIV prevention, care, and treatment programs in Swaziland," said Rejoice Nkambule, deputy director of health services public health at the Ministry of Health. SHIMS was led by the Swaziland Ministry of Health and supported by the U.S. Centers for Disease Control and Prevention (CDC) and ICAP at Columbia University through the U.S. President's Emergency Plan for AIDS Relief (PEPFAR).

SHIMS is a multi-phase study designed to evaluate the impact of HIV prevention and treatment services in the country. The first phase of the SHIMS survey included approximately 13,000 households in Swaziland, representing a cross-section of the national population and consisting of 18,154 men and women, ages 18-49. Findings from the first phase indicated that the national prevalence of HIV in Swaziland is the highest in the world, with 31% of adults infected.

HIV-negative adults from the survey who gave permission were retested six months later and the number of new HIV infections were assessed using state-of-the-art laboratory methods. Retention rates were high, with 94% of participants completing follow-up at six months. "This is the gold standard method for measuring HIV incidence and it hasn't been attempted before at a national level," said Jessica Justman, MD, ICAP's senior technical director, and Associate Professor of Clinical Epidemiology at Columbia University's Mailman School of Public Health. While overall HIV incidence is 2.4 %, HIV incidence among women in Swaziland peaks among those 20-24 and 35-39 years old, with rates of 4.2 % and 4.1 %. Among men, HIV incidence peaks among those 30-34 years old, at 3.0 %. Not knowing the HIV status of the current partner predicts new HIV infection for both men and women and suggests prevention and treatment programs need to target this specific problem.

"SHIMS provides a remarkable epidemiologic look into the most severe national HIV epidemic in the world. Clearly, the strategic scale-up of effective HIV interventions in combination is warranted. SHIMS has established an unequivocal baseline incidence rate against which to judge the effectiveness of such strategies for an entire national population. This may not be feasible anywhere else," said Dr. Jason Reed of the CDC.

While SHIMS is primarily assessing new HIV infections, the study has several other goals such as enhancing laboratory infrastructure and strengthening research capacity in Swaziland.

?We will prove that Marshawn was not under the influence when he was pulled over on the evening in question,? lawyer Ivan Golde said, via the San Francisco Chronicle.? ?There is much investigation that needs to be done in this case in that there are many questions about what occurred that are unanswered at this time.? It is going to take some time to unravel everything and, when we do, I am very confident that Marshawn will be exonerated?completely.?

Regardless of whether such an extensive and detailed investigation is needed in order to determine whether Lynch?s blood-alcohol concentration equaled or exceeded the legal limit of 0.08 percent, a delayed resolution ensures that Lynch can?t be suspended in 2012, because he can?t be suspended until the case is resolved.

Even then, Lynch may not be suspended, despite a prior history of two off-field incidents.? As we?ve previously explained, DUIs fall under the substance-abuse policy, not the personal-conduct policy.? For a first-offense DUI (and Lynch is a first-time DUI offender), the penalty ordinarily is a fine in the amount of two game checks.

That said, if Lynch?s camp is confident there won?t be a suspension, he?d be wise to take his alcohol-free medicine in 2012, not 2013.? With a base salary of $4 million this year and $7 million next year, the two-game-check fine would cost $352,941.17 more next year than it would cost this year.

(That said, the Seahawks can always renegotiate his deal and slash his base salary, a fairly easy way to reduce the impact of fines tied to game checks.)

Regardless, even though Golde has created the impression that he wants to move quickly by moving the arraignment from August 15 to Thursday, look for Golde to deftly tap the breaks whenever and however he can.

Obama and Romney fight for suburban women in Colo.

CENTENNIAL, Colo. (AP) ? If President Barack Obama wins this swing-voting state, and a second term as president, voters like Paula Burky will probably be the reason.

"He understands women," said Burky, a Westminster resident who last month decided to vote for Obama.

Both the Democratic president and his Republican challenger, Mitt Romney, see women ? specifically suburbanites from their 30s to their 50s ? as critical to victory in Colorado as well as in other hard-fought places like Virginia and Nevada where polls also show close contests. That means this group of voters may also hold the key to winning the White House.

The state of the campaign in the sprawling Denver region ? modest neighborhoods and upscale subdivisions near the city give way to retail complexes, industrial parks and front-range ranches at the outskirts ? illustrates how the fight is playing out across the nation, and how both candidates are seeking to woo these female voters in different ways.

Obama has stirred passions among Colorado women by stoking fears about abortion rights, spending the past few weeks sharply criticizing Romney in ads for proposing to eliminate funding for Planned Parenthood and opposing the Supreme Court's landmark Roe v. Wade decision.

Romney, in turn, has paid for mail and automated calls in Colorado decrying Obama's handling of the sluggish economy's effect on women.

Just over 100 days until the election, polls in Colorado show a close race, though it's unclear how the electorate's psyche will be impacted by last week's shooting massacre at a suburban Denver movie complex and a summer wildfire season that has scorched countless homes and businesses.

For now at least, Obama has had the edge over female voters nationally and he is focusing on a particularly promising subset: college-educated women. Fifty-five percent of college-educated women preferred Obama in a June Associated Press-GfK poll, while 40 percent preferred Romney.

Women with college degrees make up 27 percent of Colorado voters, according to exit polls from the 2008 election, higher than the national average of 23 percent. That puts Colorado in league with other prime Romney-Obama targets, Virginia and New Hampshire.

Burky is among those who have gravitated toward Obama. She and her husband were unemployed for eight months until recently, while their teenage daughter was recovering from cancer. Burky was swayed by Obama's action last spring ? opposed by Romney ? to make it easier for women to obtain birth control, a move she said has economic repercussions.

"If women are choosing abortion because they are in dire economic straits, I have a moral obligation to vote for the candidate who is going to help them," Burky said.

Jill Wildenburg, an Obama supporter who lives in Englewood, calls the president's focus "huge because if women's reproductive rights are marginalized, then women are marginalized."

To press his argument that he's on the side of women, Obama sponsored a national women's summit last month in Colorado ? in Jefferson County ? featuring senior White House adviser Valerie Jarrett and "Desperate Housewives" actress Eva Longoria. The week before he dispatched first lady Michelle Obama to Arapahoe High School in Centennial.

The controversy over the Obama administration's requirement that group health plans to offer no-cost preventive care coverage to women for items including birth control took a local turn on Friday.

A federal judge in Denver issued a preliminary injunction barring penalties against a Colorado-based heating and air conditioning business whose health coverage for employees doesn't cover birth control. Hercules Industries Inc. is run by a family whose Roman Catholic beliefs condemn contraception, but the company doesn't qualify as a religious employer exempt from providing the coverage.

Romney, in a statement issued by his campaign, said in part: "Freedom of conscience has won an important victory. Today's injunction preventing the federal government from forcing one family business from having to choose between keeping its doors open and violating its faith is a step in the right direction."

Obama is partly borrowing from the playbook of Colorado Democrat Michael Bennet's winning U.S. Senate race in 2010. Bennet narrowly beat Ken Buck after painting him as extreme in pointed TV ads about the Republican's opposition to abortion rights and popular forms of birth control. He carried Arapahoe and Jefferson counties by a combined 10,000 votes, about a third of his narrow margin over Buck.

"That portrayal of Buck is what beat him," said Democratic pollster Paul Harstad, an adviser to Bennet who also does polling for Obama's campaign.

Some Romney backers argue that Obama is attempting to distract female voters from the economy by emphasizing abortion.

"It has nothing to do with abortion," said Vickie Dow of Centennial, an upscale Arapahoe County suburb. "I'm worried about the economy. I'm really afraid things have gone downhill terribly."

Unemployment in Colorado was 8.2 percent in June, the same as nationally. It has ticked up slightly statewide and proportionally in Arapahoe and Jefferson counties, Denver's south and west suburbs where more than 20 percent of the state's population lives, after a slow decline over the past year when it dipped below the national average.

Romney, meanwhile, is seeking to court women like Debbie Brown of Centennial. She agrees with Republican pollsters who say that women are more acutely aware of economic ups and downs. Often household budget managers, women are more sensitive to fluctuations in the economy and see them as destabilizing to their families.

"It actually becomes a heart issue for them because they care so much about their families," said Brown, whose husband recently began working again after being unemployed for nine months.

Four years ago, Obama carried Colorado, which offers nine Electoral College votes, by 9 percentage points. The outcome in November is expected to be much closer, with recent public polls showing a tight race.

Romney views Colorado, which Republicans carried in every presidential election from 1968 to 2004, as a valuable potential pick-up. Obama aides argue that his 2008 victory is proof the Southwest's Republican trend is changing as Latinos, who typically vote Democratic, increase in numbers.

The candidates and their allies have combined to spend roughly $25 million in television advertising in Colorado ? split nearly evenly between the two.

Chris Gilili, 18, spoken word artist said: ?Most of the time we are misunderstood by our societies simply because we are stereotyped. People often have questions such as how can you make a living out of words and how do you think this will establish you. Then again often they don?t know what spoken word really is, where it comes from and what it really means to be an artist.?

When the society does not support spoken word artists they can bear with it but when their own families do not support them it is then that they face their biggest challenge.
Loyiso Lindani, best known as Missunderstood by her fans, said: ?My journey as a spoken word artist has been an interesting one. I have met a lot of people who believe in me, because they have read my craft before. But with family it?s different they misunderstand me, being a spoken word artist doesn?t mean I can?t think properly, that I?m not focused. I know what I want, I do what I want and I love what I do.
?I had my own issues growing up, lost my parents, dropped out of school. After all the craziness there was silence. I discovered that what I am is an artist and spoken word is everything I believe in, the air I breathe, the water I drink; it?s my spirituality, everything in me, through it I?m most honest. Spoken word is my life,? said Missunderstood.
Nqontsonqa?s journey is a different one. He said: ?People and family have always been appreciative of my poetry and to me poetry evolved from so many things. It?s a tool for social matters and entertainment; it?s a communication skill, freedom of expression and portrayal of my thoughts.?

When new children come into your home, whether as foster children or through adoption, different issues may pop up as you get to know that child. I know we've been down this road numerous times with foster and adoptive placements.

Sometimes a child may have issues or needs that may become a danger or concern to others within the home. This is when a safety plan may be something that a foster or adoptive family needs to consider putting into place. What is a safety plan?

A safety plan is an organized system of rules and guidelines used to supervise and structure time and space, due to the behavior of one or more members of the family. A safety plan is for the safety and well-being of the members who are acting out as well as for the other members of the family, including pets and property.

The need for a safety plan can occur at any time for a foster or adoptive family. We have used safety plans within our foster home and within our adoptive home. AIDS cure may have two main pathways: experts

Investigators are looking into two main paths toward a cure for AIDS, based on the stunning stories of a small group of people around the world who have been able to overcome the disease.

Despite progress in treating millions of people globally with antiretroviral drugs, experts say a cure is more crucial than ever because the rate of HIV infections is outpacing the world's ability to medicate people.

"For every person who starts antiretroviral therapy, two new individuals are infected with HIV," Javier Martinez-Picado of the IrsiCaixa AIDS Research Institute in Spain told the International AIDS Conference in Washington on Tuesday.

Some 34 million people around the world are living with HIV, which has caused around 30 million AIDS-related deaths since the disease first emerged in the 1980s.

While antiretroviral drugs are helping more people stay alive than ever before, they are costly and must be taken for life. Experts say only a cure or a vaccine can make a sufficient dent in the deadly pandemic.

While a cure certainly remains years away, Martinez-Picado said scientists can now "envision a cure from two different perspectives," either by eradicating the virus from a person's body or coaxing the body to control the virus on its own.

The most extraordinary case of an apparent cure has been seen in an American man, Timothy Ray Brown, also known as the "Berlin patient," who was HIV-positive and developed leukemia.

Brown needed a series of complex medical interventions, including total body irradiation and two bone marrow transplants that came from a compatible donor who had a mutation in the CCR5 gene, which acts as a gateway for allowing HIV into the cells.

People without CCR5 appear to be resistant to HIV because, in the absence of that doorway, HIV cannot penetrate the cells.

"Five years after the (first) transplant, the patient remains off antiretroviral therapy with no viral rebound," said Martinez-Picado.

"This might be the first ever documented patient apparently cured of an HIV infection."

However, while the case has provided scientists with ample pathways for research on future gene therapies, the process that appears to have cured Brown carries a high risk of death and toxicity.

"Unfortunately this type of intervention is so complex and risky, it would not be applicable on a large scale," Martinez-Picado said.

Brown, 47, announced Tuesday he was launching his own foundation to boost research toward a cure as the US capital hosts the world's largest scientific meeting on HIV/AIDS.

"My plan is basically to find donors to get funds to help research and set up a system to decide who gets the money," said a frail-looking Brown, 47, adding that he planned to dedicate his life to finding a cure for others.

"I am living proof that there could be a cure for AIDS."

Another group of intense interest is known as the "controllers", or people whose bodies appear to be able to stave off HIV infection.

One type, known as the "elite controllers", test positive for HIV but do not appear to have the virus in the blood, even without treatment. Researchers estimate there may be a few hundred of these people in the world.

Post-treatment controllers are people who started therapy early and are able to stop it without seeing the virus rebound. Some five to 15 percent of HIV-infected people may fall into this category.

More details on a group of "controllers" in France known as the Visconti Cohort are expected to be released at the meeting this week, as international scientists share their latest data in the hunt for a cure.

Martinez-Picado also described a "promising" study by US researchers, published in the journal Nature, that looks into using new drugs to get rid of the virus when it holes up, or lies dormant in the immune system.

Led by researchers at the University of North Carolina, the small study on eight HIV-positive men taking antiretrovirals probed how the lymphoma drug vorinostat could activate and disrupt the dormant virus.

Patients who took the drug showed an average 4.5-fold increase in the levels of HIV RNA in their CD4+ T cells, evidence that the virus was being unmasked and demonstrating a new potential strategy for attacking latent HIV infection.

Last week, international researchers announced a new roadmap toward a cure, calling for more funds and a renewed focus on curing AIDS, led by Nobel laureate Francoise Barre-Sinoussi, the co-discoverer of HIV.

"We now actively talk of potential scientific solutions in a way perhaps we weren't some years ago," said Diane Havlir, AIDS 2012 US co-chair and professor of medicine at the University of California, San Francisco.
